EPF wage ceiling raised to ₹25,000: what employers need to do

The Provident Fund wage ceiling — the pay level up to which PF is compulsory and on which contributions are usually capped — rose from ₹15,000 to ₹25,000 a month from 17 September 2026. Here is what it changes in payroll and what to do about it.

Applies to
India (central) — Employees’ Provident Fund, under the Code on Social Security, 2020
In effect from
17 September 2026

What changed

The wage ceiling under the Employees’ Provident Fund had been ₹15,000 a month since September 2014. A notification dated 17 September 2026 raised it to ₹25,000 a month, with effect from that date and without arrears for earlier months.

The ceiling does two jobs. It decides who must be covered — employees earning up to the ceiling when they join must be enrolled — and it is the usual cap for calculating contributions.

What it means for contributions

For an employee whose PF wages (Basic + DA) are ₹25,000 or more, and whose contributions are capped at the ceiling:

  • Employee PF goes from ₹1,800 (12% of ₹15,000) to ₹3,000 (12% of ₹25,000) a month — so take-home pay falls by ₹1,200 unless the salary structure changes.
  • Employer PF also goes from ₹1,800 to ₹3,000. Of that, the pension (EPS) share at 8.33% becomes up to ₹2,083 instead of ₹1,250, according to published guidance.
  • EDLI at 0.5% of wages up to the ceiling becomes up to ₹125 instead of ₹75; PF admin charges at 0.5% rise in the same way.
  • Employees earning less than ₹15,000 see no change.

New joiners and employees between ₹15,000 and ₹25,000

Before the change, a new employee with PF wages above ₹15,000 did not have to be enrolled. Now anyone joining with PF wages up to ₹25,000 must be covered. Check your recent joiners in this band and register them on the EPFO portal.

Contributing on wages above the ceiling stays optional. If you already contribute on full wages, nothing changes for those employees.

The September 2026 month

Because the change applied from 17 September, published guidance describes splitting September’s wages — the old ceiling for 1–16 September and the new one from 17 September — in a single ECR. EPFO also announced more time to file September’s return. Check the EPFO circulars before filing that month.

In WeHR, the ₹25,000 ceiling applies from the October 2026 wage month, so a payroll month never mixes two ceilings. Speak to your adviser if September needs a separate adjustment for your employees.

Checklist for employers

  • List employees with PF wages of ₹15,000 or more and work out the new employee and employer PF.
  • Tell affected employees how their in-hand pay changes, and why — the extra amount goes into their own PF account.
  • Decide whether to absorb the higher employer cost or restructure CTC from the next revision; update offer-letter templates.
  • Enrol joiners with PF wages up to ₹25,000 who were left out under the old ceiling.
  • Make sure your payroll software uses the new ceiling from the right wage month.
